Kamilah Kasim

Kamilah Kasim is a project, energy and infrastructure lawyer at RDS. She graduated with a Bachelor of Laws degree from the University of Malaya and was called to the Malaysian Bar in 1987. She has close to four decades of experience in legal practice. Her areas of practice encompass large-scale infrastructure, energy and utilities projects, including rail, airport, port and power developments, as well as public-private partnerships and complex construction and engineering contracts. She frequently advises on concession arrangements, power purchase agreements, EPCC contracts, operation and maintenance contracts, long-term service agreements and interface arrangements for multi-contract projects. Kamilah began her career in dispute resolution, litigation and arbitration, which gives her a strong practical perspective on how contractual and regulatory risks materialise during project implementation. This experience shapes her drafting and negotiation approach, with a focus on clarity, risk allocation and long-term enforceability. Kamilah represents both public and private sector clients across the full lifecycle of infrastructure and energy projects, from tender structuring and contract formation through construction and operations, and extending to dispute avoidance, litigation and arbitration. She has acted on numerous landmark projects in Malaysia and across the region, including cross-border developments involving government entities, state-owned companies, multinational sponsors and financiers.
